The Former President's Woke Warning Overlooks Europe's Real Threat: Economic Stagnation.

Donald Trump's security policy document presents a misguided assessment of Europe. The document asserts that open-border policies and so-called "progressive" agendas represent an existential risk to European civilization. However, this perspective is based on a serious misinterpretation of the situation. The actual challenge facing Europe is not societal but economic and technological lag.

The Stark Growth Gap Separating Europe and the US

Statistics paint a stark picture. From 2008 and 2023, American economic output grew by eighty-seven percent, compared to a paltry thirteen and a half percent growth for the European Union. During this period, EU GDP per capita dropped from 76.5% to just 50% of the American figure. Strikingly, even the poorest US state now boasts a higher per capita income than major European economies like Italy and France.

Currently, about 50% of the global 50 largest technology firms are American, while a mere four are from Europe.

The Innovation Deficit: The Core Problem

This widening disparity stems from superior productivity growth in the US, fueled by technological innovation and higher total factor productivity. The landscape of global tech dominance is overwhelmingly US-centric. In the last five decades, 241 US firms have scaled into companies valued at over $10bn, compared with only fourteen in Europe.

This disparity prompts a vital issue: In the race for future industries like semiconductors, AI, and quantum computing, what is the EU positioned? Experts widely agree it is largely a contest between two between the US and China, with Europe entering at a significant disadvantage.

Root Causes of the Continent's Innovation Gap

A number of major reasons explain this technological divide.

  • Venture Capital: The US boasts a far deeper and agile system for financing new ventures. Europe has yet to establish a true capital markets union, which limits the growth potential of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper European business. A US startup can introduce a product under one set of laws to access a consumer base of over 330 million. The EU, despite a bigger population size, is split among 27 different national regimes, creating significant internal barriers.
  • Cultural Attitudes: Views on entrepreneurial failure vary greatly. In some EU nations, a startup's collapse was historically viewed with stigma, whereas in the US, it is often seen as a badge of experience.
  • Defense Spending: The United States enjoys a tightly woven academic-military-industrial complex. Europe's long-term lack of spending in defense has weakened its ability in breakthrough innovation.

A Path Forward: Reasons for Hopefulness

In spite of these hurdles, there are causes for optimism. European leaders are growing more conscious of the severe threat and have begun to advance serious reform. Key reports on EU competitiveness and the internal market point to the necessity of major reforms.

Given appropriate incentives and rule changes, Europe's strengths might enable far greater degrees of commercial innovation.

Europe retains considerable strengths: skilled human capital, top-tier schools and universities, and world-class research institutions. Coupled with a vast domestic consumer base and substantial household savings, these foundations have the potential to trigger a surge of investment and entrepreneurship.

Importantly, even if the EU does not take the lead in developing cutting-edge tech, it can still significantly increase productivity by implementing and tailoring advancements from elsewhere.

A Critical Juncture

The European Union now stands at a decisive moment. As the saying goes, economic erosion often happens "gradually and then suddenly". So far, Europe's technological decline has been steady. But, without bold steps to tackle its structural weaknesses, today's slow erosion could turn into a sudden and irreversible decline in world influence.
